A foreign national applicant who wishes to obtain a job in Canada must get a job offer from a Canadian employer that has LMIA. 

LMIA stands for Labour Market Impact Assessment, issued by ESDC.

Canadian employers can apply for LMIA if they can't find local hiring. With the LMIA, they can look for foreign workers to fill the jobs they need,  

Foreign workers or permanent residence applicants (FSWP, FSTP, PNP) who want to find jobs in Canada must ensure that they apply for jobs from the companies that have LMIA.
